In an alternate version of 1949 Japan in which World War II never happened, the Japanese capital of Teito is home to both an ultra rich upper class and the dirt poor masses. The city is thrown into a state of panic when a phantom thief called “The Kaijin (Fiend) with 20 Faces” (K-20 for short) begins to use his mysterious abilities to steal from the rich and give to the poor. One day a circus acrobat named Heikichi Endo (Takeshi Kaneshiro) is framed for K-20’s crimes and becomes determined to clear his name. He teams up with K-20’s next target, a wealthy duchess named Yoko Hashiba (Takako Matsu) and her detective fiancé (Toru Nakamura), to take K-20 down once and for all.

Relaxing on a cozy beach, the Straw Hat Pirates are taking a rest from their quest. Right until Luffy noticed the Going Merry has been hijacked and sailed off from the beach. This leads them to search the ship and find the thief who took it from them. They ran into a duo named the Theif Brothers, who informed them that their ship was stolen by a group of pirates called the Trump Kyoudai. When they encountered the Trump Pirates, Nami ended up getting kidnapped as well as Luffy's hat. They tracked down the pirates to their base on Clockwork Island. Now Luffy, Zoro, Sanji, Usopp, and the Theif Brothers must reclaim the Going Merry, Save Nami, and get back Shank's straw hat.

In 16th century Japan, peasants Genjuro and Tobei sell their earthenware pots to a group of soldiers in a nearby village, in defiance of a local sage's warning against seeking to profit from warfare. Soon it was attacked by the Marines, and among them is Zoro. Luffy and the others don't know why he's helping out the Marines. But it all comes to conclusion when Luffy encounters Saga: Zoro's childhood friend from Swordsman training.

Ryo Saeba works the streets of Tokyo as the City Hunter. He's a "sweeper" and with his sidekick Kaori Makimura, he keeps the city clean. People hire the City Hunter to solve their dangerous problems, which he does with a Colt Python. When Ryo's not working on a case, he's working on getting the ladies, and Kaori must keep him in check with her trusty 10 kg hammer.
