When a planeload of Pakistani orphans are shipped to his state for permanent relocation, the governor of Idaho defies the president and closes the state's border. News Net Television, a cable news program that makes hay by reporting on political scandals, quickly spins the racist act into an overnight media sensation, creating a divide in national opinion over the issue.

In the summer of 1863, General Robert E. Lee leads the Confederate Army of Northern Virginia into Gettysburg, Pennsylvania with the goal of marching through to Washington, D.C. The Union Army of the Potomac, under the command of General George G. Meade, forms a defensive position to confront the rebel forces in what will prove to be the decisive battle of the American Civil War.

In this fictional documentary, U.S. prisons are at capacity, and President Nixon declares a state of emergency. All new prisoners, most of whom are connected to the antiwar movement, are now given the choice of jail time or spending three days in Punishment Park, where they will be hunted for sport by federal authorities. The prisoners invariably choose the latter option, but learn that, between the desert heat and the brutal police officers, their chances of survival are slim.
